The administrative reforms no doubt were of great value towards good leadership and governance. Those who are keen stress on the need to demand accountability and openness in the manner in which public resources are used. Excesses through checks and balances were encouraged to reduce cases of corruption and fraud. War on waste was also aimed at achieving efficiency thus avoiding wastage of public resources. Such reforms are laudable as they are beneficial to the ordinary citizens. however some shortcomings emerge when seeking reforms. The scientific management reform offers a system for a tight chain of command. This may not be the best way to achieve good productivity since it encourages centralization and authoritarianism. Therefore, it is seen as negative since its results may not be productive. However, other reforms provide positive results. For instance, the liberation management offers freedom to public servants from political manipulation.
